“An army is a nation within a nation,” wrote Marshal Ferdinand Foch, the French general who became Supreme Allied Commander in 1918.
He meant that an army mirrors society—its own structure, discipline, welfare and local ties—while serving the larger country.
Though the quote is often linked to him, he voiced the idea after World War I, arguing that armies sustain schools, logistics, hospitals and welfare systems almost like a state within a state, and that effectiveness hinges on internal cohesion.
For Lt Gen Charles Otema Awany, commander of the UPDF Reserve Force, the line fits. The Reserve Force operates nationwide like a “nation within a nation,” supporting development, households and regular troops, yet remains under civilian authority and community links.
Addressing reserve commanders at the Directorate of Veteran Affairs in Kampala’s Postel Building, Lt Gen Otema echoed that vision: a network with its own training, welfare funds and community roles, embedded but partly self‑contained, ready to plug into Uganda’s broader security and development fabric.
The 3-star general commended commanders for dedication and called for stronger coordination and leadership to sharpen effectiveness.
The 10 March meeting gathered regional leaders to review readiness, coordination and performance. Lt Gen Otema urged teamwork, accountability and proactive leadership so the Reserve Force meets its mandate.
“The Reserve Force remains an important pillar of national security and plays a critical role in supporting Uganda’s socio‑economic transformation,” he said.
Beyond duties set out in the UPDF Act 2025 and Establishment 2021, it backs community stability and development.
He stressed discipline, readiness and professionalism, prioritizing continuous training, management and follow‑up with reservists in their communities, plus mobilization plans for swift response.
Coordination with regular UPDF units must improve, and commanders should work closely with local authorities to promote security. Benchmarking veteran SACCOs could raise reservist welfare.
The Chief of Staff Brig Gen Mwanje Ssekiranda noted reservists’ role in Operation Wealth Creation, using their nationwide presence to deliver programmes at grassroots level.
In the current phase, they back agro‑industrialization and local economic development, linking local governments, cooperatives, farmers and private investors to boost productivity and household incomes.
